Memorandum of Understanding between Missouri Southern State University and Citizens Memorial Hospital

This articulation agreement provides transfer admission opportunities for graduates of Citizens Memorial Hospital (CMH) Paramedic Program to be eligible to complete the Bachelors of Science Health Sciences EMS Emphasis degree at Missouri Southern State University (MSSU). Students must complete the Paramedic Program through CMH as well as being accepted for admission to MSSU, passing the National Registry to obtain a paramedic certification, be licensed in a state in order to transfer a minimum of 30 Paramedic credit hours through MSSU's Retro-Credit process. Students will also need to complete the Missouri General Education Core Curriculum courses (45 semester credit hours):

A total of 120 credit hours are required to complete the Bachelor’s Degree in Health Science EMS Emphasis. Students must also have a minimum overall GPA of 2.0 (on a 4.0 scale) Upon acceptance to the program, students will complete 33 hours for the degree in Health Science beyond the general education core and paramedic/EMT retro-credit.

Terms of Agreement:

  1. Graduates of CMH Paramedic Program who pass the National Registry, are licensed in a state and obtain their paramedic certification will receive a minimum of 30 and up to 47 transfer credits towards the Bachelors of Science Health Science - Paramedic degree. Students must provide documentation of passage of the National Registry, state license EMT-Paramedic certification, BLS, ACLS, Pediatric and Trauma course cards to MSSU's School of Health Sciences EMS Department during the enrollment process.
  2. Students may be required to complete developmental courses in English or mathematics based on placement testing. In addition, the transfer student must complete all prerequisite requirements for upper-level courses.
  3. This agreement shall include students who are currently enrolled in the CMH Paramedic Program commencing in February 2016 and thereafter. Prior graduates may be admitted on an individual basis.
  4. The term of this agreement shall be for a period of one year, commencing upon signing of documents or January 1st, 2018 whichever is earliest and ending January 1st, 2019. This Agreement shall continue in effect for additional periods of one year after the initial term, except that either party may notify the other of termination of this Agreement at any time upon ninety (90) days prior to the end of the initial term or any extended term of its intent to terminate this Agreement at the end of such term, in which event this Agreement shall terminate at the end of the then current term. In addition, CMH and MSSU School of Health Science Paramedic programs School agree to notify one another of program changes that might affect the transfer of student under this agreement.
  5. CMH and MSSU agree to the right to utilize each other’s names in print and media advertising for the purpose of marketing the programs, described herein. All marketing materials must be approved by the respective communications and/or marketing offices of both entities. MSSU will supply trademark items for the use and distribution in all media formats.
  6. CMH agrees to provide MSSU student information for the express purpose of contacting CMH graduates directly regarding the degree program between the two institutions described in this agreement in compliance with all state and federal laws.
  7. This agreement is predicated on the satisfactory, and continued, accreditation of CMH by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) upon the recommendation of the Committee of Educational Programs for the Emergency Medical Services Profession (CoAEMSP).

CMH and MSSU recognize the importance of providing seamless coordination between the respective institutions hereby enter into this agreement.


We, the undersigned, as the representatives of CMH and MSSU, hereby demonstrate our commitment to full implementation of this Agreement.
